La Victoria: party ends in shooting and leaves 3 people injured

What sought to be an enjoyable meeting between friends ended up marked by violence. Around 5:00 a.m. on Monday, March 14, the shooting of a firearm ended a gravy party that had been taking place on public roads, precisely in the 6th block of the Renovación jiron located in the district of The Victory. The first journalistic reports revealed that two people were injured, but as the hours passed, it was confirmed that the figure rose to three.

Those who received bullet wounds were identified as Giuluano Stefano Pajuelo Peña (25), Dayeli Rocío Ordires Obando (21) and Eduardo Abraham Raymundo Cabrera (27). The latter became known hours later when in the Dos de Mayo hospital it was found that he had been wronged at the height of the abdomen. The young Ordires was also taken to the same health center for a gunshot wound to the ankle, while Pajuelo is in serious condition as the bullet that hit her head.

I don't know who they are, what will have happened”, were the statements of a neighbor in the area to the newspaper La República. He pointed out that this type of social gatherings often culminate in violent acts, so he asked the authorities to take action on the matter and avoid a possible misfortune.

Sometimes they end up like this, bottles are thrown away, you hear screams. Threats, nobody does anything. We ask that the police pass more often, this is supposed to be banned by the virus, but people don't care,” he stressed.

The agents of the Depincri de La Victoria have reported that they will close the establishments that have been carrying out clandestine activities and they suspect that it is a settling of accounts about the violent encounter that took place early on Monday. For the time being, investigations to determine the true causes of the events are still under investigation.

MEASURES AGAINST CRIME

The debate on how to deal with the problem of crime and citizen insecurity has been going on for several years; therefore, the authorities have chosen to implement certain measures that have been supported and rejected by the population. The most recent attempt by the government to end the crime wave has been the implementation of the State of Emergency in Lima and Callao, which began on February 3 of this year and will last for the next 45 days.

The above-mentioned decree indicates that during the period governing the measure adopted by the Executive, certain constitutional rights will be suspended, as stipulated in paragraphs 9, 11, 12 and 24 of article 2 of our Constitution, such as the right to freedom, inviolability of the home, freedom of assembly, freedom of movement in the national territory, among others.

Among the rights suspended are freedom of assembly. While in a regular period there would be no problem in congregating, grouping or meeting, this type of activity could now be suspended by the authorities if they see fit. Together with the Police, the Armed Forces participate in monitoring and caring for the city as long as the above measure remains in effect. In order to ensure that they do not fall into attitudes that violate human rights, measures have been put in place that they must respect at all times.
