A former candidate for deputy in Bolivia beheaded his partner and fled: he was found in a hospital in San Martín

The Argentine National Gendarmerie (GNA) arrested this Monday in the San Martín party Oswil Josué Fhillco Montenegro (46), a former candidate for deputy of the Bolivian city of Potosí, who fled his country after being accused of a heinous femicide in 8M: beating and then beheading his partner, Pamela Rocha Sanabria, 29 years .

According to police sources to Infobae, the fugitive had an international arrest warrant issued by Interpol and was captured as he was about to enter the “Eva Perón” Interzonal General Acute Hospital in the town of BillingHurst. According to Bolivian media, the femicide occurred on March 8 - International Women's Day - in a house located in the heart of the city of Potosí. The prosecutor for Crimes Against Life of the Public Ministry of that Bolivian city, Roxana Choque, reported at the time that the violent episode occurred as part of a fight and that after the murder, Fhillco Montenegro escaped with an unknown direction.

Almost immediately, the authorities began the search for the suspect both in Bolivian territory and in border countries. The sources consulted by this medium indicated that the investigators had information that the leader could have entered Argentina illegally and located in the Buenos Aires neighborhood of Liniers. After spreading the image of the suspect, a remis driver provided the information that a man with physical characteristics similar to those of the former candidate for deputy wanted had asked him how to get to the hospital “Eva Perón” in San Martín.

From there, an operation was set up in the vicinity of the sanatorium in which agents of the GNA Unit for the Investigation of Complex Crimes and Judicial Procedures “South Belt” participated, in coordination with the Center for Criminal Analysis (CEANACRI) and the Special Force for Combating Crime (FELCC) of the Police of Bolivia, which allowed the arrest of the alleged femicide. All with the authorization of the Federal Correctional and Criminal Court No. 2 of San Martín.

Meanwhile, according to Bolivian media, the suspect's mother was arrested, accused of being an accomplice in her son's escape to Argentina. Apparently, the woman was turning money to him to keep him hidden. For now, it was not determined how he entered the country. Fhillco Montenegro remains in prison at this time under the control of the Gendarmerie, while his extradition to Bolivia is resolved.

“The Public Prosecutor's Office, through the International Affairs Unit of the Attorney General's Office, requested that Interpol activate the red notification, which was carried out and as a result Oswil Josué Fhillco M. was apprehended, in Buenos Aires (Argentina) in the vicinity of a hospital,” the Prosecutor Choque later reported that the detention be confirmed.

“We are still doing some formalities, it is presumed that until tomorrow afternoon (today) or Wednesday morning it can be there. We are attentive through the Prosecutor's Office in Villazón,” said the prosecutor in an interview on Cadena A.

Who is the alleged femicide and how did he kill her

The alleged murderer is a 46-year-old lawyer who was listed as a candidate for second multi-member deputy for Potosí in 2020, on the list of the Front for Victory (FPV). This is a party whose candidate for president was Chi Hyun Chung, a Korean-born doctor and evangelical pastor, basically known for his positions against the LGBT community. In the general elections that year he came third and because of his sayings, the local press knows him as “the Bolivian Bolsonaro”.

In his Facebook profile, which after the crime was deleted, Fhillco said he was the Potosí department head of the “Chi Presidente” election campaign. In addition, he defines himself as a “radical Christian”.

“He's a lawyer, but he never worked. His mother supported him,” a neighbor of the suspect told the newspaper El Potosí.

The victim's mother, for her part, claimed that Fhillco was “controlling”, checking her cell phone and beating her. “He took away his cell phone, his keys, didn't let him do anything, he walked with her as his bodyguard,” he told the Sabco Vision program. She even revealed that another of her daughters managed to convince Pamela to move to another house, and thus move away from her partner. However, the leader convinced her and they lived together again. In that context, he killed her.

The autopsy revealed that the victim had injuries to several parts of his body, and it was concluded that he suffered a beating, which he tried to defend himself, prior to the beheading. “The cause of death of the victim was due to hemorrhagic hypovolemic shock; complete vascular section at the cervical level, cervical trauma due to decapitation, with a death date of 24 to 36 hours at the time of the autopsy,” the report said.
