WADA Reinstates Russia
WADA’s leaders have voted in favor of reinstating Russia, despite the global outcry from anti-doping groups and athletes in recent days.
The decision to restore RUSADA's compliance came at the WADA executive committee meeting in the Seychelles on Thursday. It followed months of talks between WADA officials and Russian authorities that resulted in a compromise deal.
Russia has failed to fulfil what WADA initially demanded in its roadmap to compliance.The country's sports ministry has failed to accept the findings of the McLaren reports or provided access to the thousands of samples stored in the Moscow laboratory and electronic data.
Commenting on the crucial vote, reported to be 9-2 in favor or Russia, WADA president Craig Reedie said the reinstatement of RUSADA as compliant with the World Anti-Doping Code was "subject to strict conditions" and followed the recommendation by the agency’s independent Compliance Review Committee "and in accordance with an agreed process".
"This decision provides a clear timeline by which WADA must be given access to the former Moscow laboratory data and samples with a clear commitment by the ExCo that should this timeline not be met, the ExCo would support the CRC’s recommendation to reinstate non-compliance," he said.

EOC Launches 2023 European Games Bid Process
The European Olympic Committees is adopting a fast-track process to decide the host of the 2023 European Games.
Beginning with a dialogue phase, under efforts to replicate the IOC Olympic bidding model, the EOC is inviting "any city or cities interested in hosting Europe’s premier multisport event" to enter into a discussion with their NOCs and EOC "to learn more about the concept and vision of the Games and to examine all key opportunities".
The EOC executive committee, meeting in Stockholm on Thursday, approved the bidding process.
But no firm dates have been published detailing when the dialogue phase ends and candidature stage begins.The EOC only said that thedeadline for submission of bid documents is Feb. 28, 2019.
This timetable gives potential host cities and European governments precious little time to pull together the necessary political and financial guarantees and resources to deliver comprehensive bid dossiers.
Around the Rings is told that the EOC is prepared to be "as flexible as possible", providing there is a reasonable amount of time for a city to submit a proper bid by February.

Sapporo Drops 2026 Bid
(ATR) Sapporo is out of the 2026 Olympic race, leaving four bidders in the contest to secure the Games.
The IOC and Sapporo officials today cited the September earthquake as the main reason why the city was abandoning its quest for the 2026 Olympics.
The announcement was widely expected, as reported by Around the Rings on Friday. It followeda meeting Monday in Lausanne between representatives of the Japanese Olympic Committee, city of Sapporo and IOC officials including president Thomas Bach.
The Japanese delegation includedJOC president Tsunekazu Takeda and Sapporo deputy mayor Takatoshi Machida.
Sapporo had participated in the dialogue stage of the Winter Games 2026 candidature process. But for many months, Japanese officials have been considering quitting the 2026 race to focus on the 2030 Winter Olympics. The natural disaster expedited the decision to withdraw from the contest.
"The IOC once again expressed its sympathy for the victims and families of all those affected by the recent earthquake in Hokkaido, Japan, which has left 41 dead and caused considerable damage, with many still in temporary shelters," the IOC said in a statement.
