(ATR) The Budapest city council advanced the city’s bid for the 2024 Olympics on Wednesday by approving its venue plan.

The plan relies largely on the construction of new venues, including a 60,000 seat Olympic stadium that would house track and field as well as the opening and closing ceremonies of the Games. The velodrome, tennis venue and Olympic park would also require construction.

The bid will also utilize temporary venues while scaling back the size of others after the Games conclude in order to make the bid more sustainable. Beach volleyball and archery would take place in temporary venues in downtown Budapest and the Olympic stadium will be scaled down to 15,000 seats after the Games.

Ferenc Puskas Stadium will be used to host the soccer finals if Budapest is chosen as the host city. The football stadium is currently undergoing renovations to be ready for the 2020 FIFA Euro Championships.

Some events will also take place outside of the downtown venue cluster, including golf, rowing, equestrian, basketball, handball and soccer matches.

PricewaterhouseCoopers (PwC) estimated hosting the Games in Budapest would cost $3.7 billion in a feasibility study on the bid published last year.

However, Budapest 2024 is hiring PwC again to conduct another analysis of the bid after the IOC announced detailed bidding requirements in September 2015 that "differed significantly from the previously known conditions", according to the Budapest Ministry of National Development.

The city council also followed the recommendation of the Hungarian Supreme Court to deny a referendum on the Budapest bid. The Supreme Court said the referendum would be held after the first round of candidature files are due to the IOC and is therefore futile.

Budapest is competing with Los Angeles, Paris and Rome to host the Games in 2024. Hamburg, Germany was also in the race before dropping the bid when citizens voted it down in a referendum.

The IOC will choose the host city in September 2017.
