Elizalde of the Philippines is a gatekeeper for IOC membership. He has a file of nominees that exceeds 100, although there usually are only four or five openings to fill each year.
Elizalde and his six colleagues also review the IOC members who are subject to retention votes at the end of their eight year terms. To be eligible for reelection to a new term, these members must pass the muster of the Nominations Commission.
Elizalde, 75, a businessman, has been an IOC member since 1985. In the 2007 Golden 25 Elizalde ranked 13.
