Updated Russian sanctions and their effect on ROC Sport

The repercussions of the recent conflict between Russia and the Ukraine are having a ripple effect throughout the sports world.

Numerous federations and sports leagues have issued sanctions prohibiting national and club teams from Russia and Belarus from participating as representatives of the two nations.

Below are the governing bodies that have suspended or stripped Russia of its rights to host and/or compete in events. This list will continue to be updated as Around The Rings updates this developing story.

The Paralympics

The Opening Ceremonies of the Paralympics Winter games commenced on Friday with official competitions beginning on Saturday.

The IPC has banned all Russian and Belarusian Para sport athletes from competing at the Beijing 2022 Paralympics Games.

Follow substantial criticism and backlash, the IPC advised that the change of decision is due to numerous nations protesting and athletes threatening not to compete if Russian and Belarusian athletes would be permitted in Beijing. Additionally, the IPC president Andrew Parsons stated that ensuring the safety of the athletes from the two countries at the Olympic Village was problematic and could become volatile.

IPC President Andrew Parsons originally allowed Russian and Belarussian athletes to compete as neutral athletes, and they had to cover up their flag and emblem on their uniforms.

The IPC governing body will then host an extraordinary General Assembly in 2022 to vote on whether to suspend or revoke the Russian and Belarus Paralympic Committees’ membership. And furthermore, will debate “whether ensuring compliance with the Olympic Truce should be a membership requirement.”

The IPC also stated that it would not allow Russia or Belarus to host events in the future and that Vladimir Putin will also be stripped of his honorary Paralympic title.

Football

FIFA and European football’s governing body, UEFA release a joint statement:

“Football is fully united here and in full solidarity with all the people affected in Ukraine,”

“Both Presidents hope that the situation in Ukraine will improve significantly and rapidly so that football can again be a vector for unity and peace amongst people.”

FIFA and European football’s governing body. UEFA - have suspended Russian club and international teams from competitions until “further notice”.

The immediate effect of this decision has impacted the Spartak Moscow match against RB Leipzig which now has been called off. This forfeiture means that the German club will now advance to the quarterfinals.

Due to FIFA’s jurisdiction over the World Cup, Russia will currently not be able to participate in the World Cup qualifier against Poland set for March 24th.

Formula One and FIA

The World Sports Council held an emergency meeting to discuss the Russian conflict and decided on various punishments for both Belarus and Russia.

These included a ban on holding competitions in Russia and Belarus, which would currently affect the September 25th Russian Grand Prix scheduled to take place at the Sochi Autodrom.

F1 said that “it is impossible” that the race goes ahead “in the current circumstances” and the FIA approved, confirming the cancellation due to “Force Majeure.”

They also prohibited the use of national flags and anthems until further notice.

The Russian and Belarus drivers can still compete under the “FIA flag”, designated as a neutral state and adhere to FIA’s principles of peace and political neutrality.

The ruling allows the participation of Nikita Mazepin, the sole Russian driver in Formula One. He and his Mazepin and Haas team will have to comply with the neutral designation and not use the Russian or Belarus flags or uniforms in any form until further notice.

In addition, the FIA also banned the Russian and Belarusian members from their elected positions and from receiving FIA grants to Belarusian or Russian members.

Athletics

The World Athletics Council has also banned all Russian and Belarus athletes from competing in the World Athletics Series effective immediately.

The council also stated that it was considering suspending the Belarus Federation.

Even though Russian athletes have been allowed to compete as neutral athletes, they will not be allowed to compete in the World Athletics Series events “for the foreseeable future”.

According to Sebastian Coe, the world is “horrified” by the actions of Russia. He also accused Belarus of helping and abetting the country’s invasion of Ukraine.

“The unprecedented sanctions that are being imposed on Russia and Belarus by countries and industries all over the world appear to be the only peaceful way to disrupt and disable Russia’s current intentions and restore peace.”

The events that will be affected by the decision include the World Championships in Oregon on July 15 and the World Indoor Championships slated for March 18th.

Tennis

The International Tennis Federation (ITF) announced that it would suspend the Russian and Belarus Tennis Federations from its membership due to the Russian invasion of Ukraine.

The ITF has also canceled all competitions from both countries ‘until further notice’.

Due to the indefinite suspension, neither Belarus nor Russia will be able to participate in the 2022 Davis Cup or the 2022 Billie Jean King Cup. They will, however, be allowed to participate as individuals on the ATP and WTA tours.

The WTA and ATP released a joint statement condemning Russia’s actions and suspending their combined event in Moscow scheduled for October.

Sanctions from other World Championships and Disciplines

Archery

All Russian and Belarus athletes, team officials, and technical personnel will be banned from competing in archery until further notice. No future tournaments or events will be awarded to either country.

Badminton

Athletes and officials from Russia and Belarus are suspended from competing in Badminton World Federation-sanctioned events until further notice.

Baseball

All Russian and Belarus athletes in baseball and softball will not be allowed to participate in tournaments sanctioned by the World Baseball-Softball Confederation (WBSC).

Basketball

FIBA suspends both Russia and Belarus from participating in world qualifying competitions as well as the 3x3 basketball tournaments until further notice, according to the International Basketball Federation.

Biathlon

All Russian and Belarusian athletes and officials are suspended from participating in International Biathlon Union events.

Canoeing

All athletes from Russia and Belarus will be suspended from competing at any International Canoe Federation (ICF) events.

Chess

All Russian and Belarus flags and anthems will not be played at any event sanctioned by the International Chess Federation (FIDE). Sponsorship agreements with Russian and Belarus-controlled companies and organizations will also be terminated.

Russian grandmasters Sergey Karjakin and Sergey Shipov referred to the Ethics and Disciplinary Commission.

Curling

The upcoming World Championships by the World Curling Federation (WCF) will proceed without the Russian delegations.

Cycling

The Russian and Belarus national teams are not allowed to participate in any UCI sanctioned events. The organization also stated that any team with a Russian or Belarus nationality will lose its UCI Team status. The five events scheduled for provinces are now cancelled.

All of Belarus and Russian athletes will be banned from competing at events that are sanctioned by the UCI. As for Russian and Belarus athletes, they will still be allowed to race as neutral participants.

Equestrian

The Fédération Équestre Internationale (FEI) has removed all international equestrian events from Russia and Belarus. The FEI has also frozen all FEI Solidarity and equestrian development activities in the two countries.

All Russian and Belarusian riders, horses and officials are barred from competing or participating in international events. They are also not allowed to compete under a neutral flag.

Gymnastics

All events previously scheduled to be held in Russia and Belarus will be canceled. Flags and emblems pulled, anthems not to be played. Neither country will be awarded new events.

Hockey

Russia banned from FIH Hockey Women’s Junior World Cup scheduled from April 1 to 12 in Potchefstroom, South Africa.

Ice Hockey

All Russian and Belarus’ team members at every age group are prohibited from competing in all Ice Hockey Federation (IIHF) competitions. Russia was also stripped of its right to host the 2023 World Junior Championship.

Pentathlon

All Russian and Belarusian athletes and officials are suspended from participating in international events sanctioned by the World Pentathlon (UIPM).

Rowing

All Russian and Belarusian rowers and officials are suspended from participating in international events sanctioned by the World Rowing.

Rugby

Russia and Belarus’ national rugby teams are suspended from participating in international competitions until further notice.

The Rugby Union has also suspended Russia’s World Rugby membership.

Sailing

All Russian and Belarus athletes are suspended from competing in World Sailing competitions. They may still participate as neutral athletes, however, without the national flags and anthems.

Skating

Russian and Belarus figure skaters are also suspended from competing in international competitions organized by the International Skating Union (ISU).

Skiing

All remaining FIS events scheduled for this season in Russia have been canceled. Russian and Belarusian skiers are suspended from competing in all FIS competitions.

Surfing

Athletes and officials from Russia are suspended from participating in International Surfing Association (ISA) events.

Swimming

The International Swimming Federation has stripped Russian President Vladimir Putin of the FINA Order award.

Triathlon

All international competitions or official events will be reviewed on a monthly basis based on “how the situation evolves”. Currently Russian and Belarusian athletes and officials will not be allowed to participate.

Volleyball

International Volleyball Federation (FIVB) strips Russia of its hosting rights for the Men’s Volleyball World Championship.

All Russian and Belarus national teams and clubs and officials are also suspended from competing in all events until further notice.
