Tokyo 2020 Concludes MoU with Japan Anti-Doping Agency

Tokyo, 2 October 2017 - The Tokyo Organising Committee of the Olympic and Paralympic Games (Tokyo

2020) today signed a Memorandum of Understanding with the Japan Anti-Doping Agency (JADA),

Japan’s only organisation with experience and expertise in anti-doping programme. The agreement will

allow Tokyo 2020 to exchange know-how with JADA and benefit from JADA’s anti-doping experience,

helping Tokyo 2020 deliver a Games where athletes can compete on a level playing field, at the same

time protecting and developing the integrity of sport.

The MoU clarifies the roles and responsibilities of each party. Tokyo 2020 will be responsible for:

• preparation and implementation of a sample collection programme during the Games

• determination of the overall testing plan and procedures

• management and operation of a Doping Control Command Centre

• recruitment and selection of Doping Control Officers (DCOs) and Chaperones

• selection of Doping Control Station Managers (DCSMs) and Chaperone Coordinators

• assisting JADA with preparation and implementation of DCO training sessions.

JADA will be responsible for:

• evaluation and certification of DCOs

• providing advice to support Tokyo 2020’s selection of DCOs

• training of DCOs and Chaperones

• human resource development of DCSMs and Chaperone Coordinators, including on-site training

• operational support and management of the Command Centre and Doping Control Stations at

venues

The Japan Anti-Doping Agency (hereinafter "JADA") was established in 2001 to protect and develop the

integrity of sport and the fight against doping in sport. JADA works to advance anti-doping measures, the

implementation of in-competition and out-of-competition testing, anti-doping education instructor training,
