According to the AFP, Sheikh Ahmad Al Sabah made the comments in New Delhi, saying the success of hosting the Commonwealth Games in 2010 was key to winning the bid.
"India are the founders of the Asian Games movement and have vast experience in holding the Games twice in 1951 and 1982," he said.
"Eighty percent of the infrastructure created for the Commonwealth Games can be used for the Asiad. It has good facilities like communication and transportation.
"And over the decades, professionalism has grown and marketing has become better. India has a very good chance to host the Games again in 2018."
Hosting the Asian Games would be another step in India’s journey to host the Olympics.
"Our aim is to host the Olympics in 2020 and getting the Asiad two years earlier will be very helpful," said Indian Olympic Association Secretary General Randihir Singh, who is also a member of the IOC.
Sheikh Ahmad said India would be a safe host for the Games, despite the recent terrorist attack in Mumbai, Pakistan.
A host will be selected at next year’s Games in Guangzhou, China.

D’Arcy received a 14-month suspended jail sentence for assaulting his former teammate Simon Cowley.
