IOC Launches 2020 Race; Madrid Re-Elects Mayor; Hiroshima Dissolves Bid Committee

IOC Details Timeline for Newly Opened Bid Race

Invitations to bid for the 2020 Games are en route from IOC headquarters to the 205 national Olympic committees, launching the most rigorous application process yet for Olympic hosting rights.

In a first for any contest, the IOC asks for NOCs to submit letters regarding World Anti-Doping Agency compliance and Court of Arbitration for Sport jurisdiction, both by July 29. Also unprecedented, IOC requests submission of proposed dates if countries want to stage the Games outside the "normal Olympic Games" period of July 15 to August 31. The IOC will respond to NOCs on these points by Aug. 29.

Bidding then begins in earnest Sept. 1 when applicant city nominations are due from NOCs.

An information seminar for 2020 applicants will convene sometime in November, likely in close proximity to the IOC’s first-ever "Bidding for the Games" seminar slated for Nov. 1-2 at the Olympic Museum in Lausanne.

Cities must then submit their application files and guarantee letters by Feb. 15. After months of examination by the IOC, candidate cities will be shortlisted following a meeting of the IOC Executive Board on the sidelines of SportAccord 2012 in Quebec City, Canada. The EB will most likely convene just prior to the annual gathering of international federations scheduled for May 20-25.

Candidates will then take part in the London 2012 Observers’ Program from July 27 to August 12, also the duration of the Games.

Key milestones along the 2020 campaign’s final leg include a London Olympics debrief in Rio de Janeiro in November 2012, the due date for bid books on Jan. 7, 2013, a report by the IOC Evaluation Commission in June 2013 and, shortly thereafter, a technical briefing for IOC memberslike last week’s gathering in Lausanne.

Sometime in between the Jan. 7 deadline for bid books and the June release of its report, the IOC Evaluation Commission will inspect each of the candidate cities. Unlike the 2018 tours that took place in February and March, expect these to skew later in the year. These are potential hosts for the Summer Games, after all, so IOC members would prefer snow-free visits.

The contest for 2020 runs until the 125th IOC Session in Buenos Aires. A host vote is scheduled for Sept. 7, 2013.

Rome is the only city to have received the approval of its NOC to bid for 2020 so far. Bids from South Africa, France, Japan, and the Mideast are possible.

Madrid Mayor Re-Elected, Olympic Bid Effect Not Clear

Alberto Ruiz Gallardon – mayor of Madrid for the city’s past two campaigns for the Summer Olympics – is elected to a third term in municipal elections held across Spain May 22.

But whether his re-election signals a third bid for the Games is not yet known. Gallardon defeated Socialist Party candidate Jaime Lissavetsky, Spanish minister for sport, who was also involved with the Madrid bids for 2012 and 2016.

With the mayoral election out of the way, Spanish Olympic leaders are likely to wait to decide on a bid until after the IOC vote July 7 on the 2018 Winter Olympics. A victory by PyeongChang would presumably increase the chances for a European bid in 2020, while a win by Munich or Annecy might make it harder for Europe to snag 2020.

Hiroshima Abandons 2020 Bid Plans

Japan's ambitions for 2020 rest with Tokyo and Tokyo alone.

A spokesman for the Japanese Olympic Committee tells Around the Rings that Hiroshima decided Sunday to dissolve its Olympic bid committee. The city’s withdrawal is reportedly due to a lack of funds and support from the city's mayor, Kazumi Matsui, and municipalities.

Hiroshima was originally part of a joint effort with Nagasaki until the JOC warned that the IOC was unlikely to approve a two-city bid.

Now it’s up to Tokyo should the city choose to mount a bid for the Games following its 2016 disappointment.

That decision hinges on whether PyeongChang succeeds in its efforts to secure the 2018 Winter Olympics. A victory for the South Korean city would rule out another Asian country winning 2020. The IOC votes on the 2018 host city in Durban, South Africa on July 6.

The JOC spokesman said a decision on a bid from Tokyo would be made by the middle of July.

Expect an announcement to coincide with the JOC’s centennial celebration on July 16.

Gymnastics Federation Picks 2015 Hosts

In addition to reaffirming Tokyo as host of the 2011 artistic gymnastics world championships, other decisions made Sunday by the sport’s governing body include the selection of hosts for the 2015 world champs.

Stuttgart, Germany was awarded the rhythmic gymnastics; Glasgow, Scotland got the artistic gymnastics and Odense, Denmark landed trampoline gymnastics.

"I am delighted that yet another world championship in an Olympic sport has been taken home to Denmark," SportEvent Denmark CEO Lars Lindov said in statement.

"It gives the Danish athletes, ranked as top-10 jumpers, the advantage of competing on home ground."
