Adjudicatory chamber of the independent Ethics Committee sanctions former CONMEBOL officials

The adjudicatory chamber of the independent Ethics Committee has found the following former CONMEBOL officials guilty of bribery in violation of the FIFA Code of Ethics:

· Mr Eduardo Deluca, a former CONMEBOL General Secretary and a former member of several FIFA standing committees;

· Mr José Luis Meiszner, a former CONMEBOL General Secretary and a former General Secretary of the Argentinian Football Association;

· Mr Manuel Burga, a former member of the CONMEBOL Executive Committee, a former President of the Peruvian Football Association and a former FIFA standing committee member.

The investigation proceedings against Mr Deluca, Mr Meiszner and Mr Burga concerned their respective roles in bribery schemes in awarding contracts to companies for the media and marketing rights to CONMEBOL competitions (Mr Deluca) and CONMEBOL and Concacaf competitions (Mr Meiszner and Mr Burga), during the periods between 2004 and 2012, 2012 and 2015 and 2010 and 2015, respectively.

In its decisions, the adjudicatory chamber found that Mr Deluca, Mr Meiszner and Mr Burga had breached art. 27 (Bribery) of the 2018 edition of the FIFA Code of Ethics and, as a result, sanctioned them with a ban for life on taking part in any football-related activity (administrative, sports or any other) at both national and international level. Additionally, a fine in the amount of CHF 1,000,000 has been imposed on each one of them.

The decisions were notified to Mr Deluca, Mr Meiszner and Mr Burga today, the date on which the respective bans come into force, and have been published on legal.fifa.com. A direct link to the decisions is accessible below.

El Órgano de Decisión de la Comisión de Ética independiente inhabilita a varios exfuncionarios de la CONMEBOL

El Órgano de Decisión de la Comisión de Ética independiente ha declarado culpables de soborno, con lo que han violado el Código de Ética de la FIFA, a los siguientes exfuncionarios de la CONMEBOL:

· D. Eduardo Deluca, ex secretario general de la CONMEBOL y ex miembro de varias comisiones permanentes de la FIFA;

· D. José Luis Meiszner, ex secretario general de la CONMEBOL y de la Asociación del Fútbol Argentino;

· D. Manuel Burga, ex miembro del comité ejecutivo de la CONMEBOL, expresidente de la Federación Peruana de Fútbol y ex miembro de una comisión permanente de la FIFA.

Las investigaciones a los Sres. Deluca, Meiszner y Burga guardan relación con su participación en una serie de sobornos relacionados con la concesión de los derechos de televisión y marketing de torneos de la CONMEBOL (Sr. Deluca) y de torneos de la CONMEBOL y la Concacaf (Sres. Meiszner y Burga) durante los periodos comprendidos entre 2004 y 2012, 2012 y 2015 y 2010 y 2015 respectivamente.

Con sus fallos, el Órgano de Decisión considera que los Sres. Deluca, Meiszner y Burga violaron el art. 27 (Cohecho) de la ed. de 2018 del Código de Ética de la FIFA, por lo que se les ha inhabilitado de por vida para participar en actividades relacionadas con el fútbol (administrativas, deportivas o de otra índole) tanto en el ámbito nacional como en el internacional. Asimismo, se ha impuesto a cada uno de ellos una multa de 1 000 000 CHF.

Las decisiones se han notificado a los Sres. Deluca, Meiszner y Burga el día de hoy, fecha en la que las respectivas inhabilitaciones entran en vigor. Además, se han publicado en legal.fifa.com las decisiones, que se pueden consultar en los siguientes enlaces.
