WADA SUSPENDS ACCREDITATION OF BANGKOK LABORATORY

Montreal, 20 November 2019 – The World Anti-Doping Agency (WADA) has suspended the accreditation of the National Doping Control Centre in Bangkok, Thailand (the Laboratory), for a period of up to six months.

This suspension has been imposed on the Laboratory due to non-conformities with the International Standard for Laboratories (ISL) as identified during a WADA site visit and subsequent follow-up of its routine activities.

In September 2019, WADA’s Laboratory Expert Group (LabEG) recommended the initiation of disciplinary proceedings against the Laboratory, which were subsequently carried out by an independent Disciplinary Committee that was mandated to make a recommendation to the Chair of the WADA Executive Committee regarding the status of the Laboratory’s accreditation. This process is now complete.

The suspension, which took effect on 18 November 2019, prohibits the Laboratory from carrying out any anti-doping activities, including all analyses of urine and blood samples. During the period of suspension, relevant samples must be securely transported to another WADA-accredited laboratory for analysis, in accordance with the guidance provided in the ISL. This is in order to ensure continued high-quality sample analysis, which also helps preserve athletes’ confidence in this process and the wider anti-doping system.

Pursuant to Article 13.7 of the World Anti-Doping Code, the Laboratory may appeal this decision to the Court of Arbitration for Sport within 21 days of receipt of notice.

During the period of suspension, the Laboratory shall address all non-conformities identified by WADA in any request for corrective action or otherwise, as well as any additional non-conformities identified during any follow-up WADA site visit during the suspension period. If the Laboratory satisfies WADA in meeting these requirements, it may apply for reinstatement prior to the expiry of the six-month suspension period. Should the Laboratory not address the non-conformities by the end of the six-month suspension period, WADA may extend the suspension of the Laboratory’s accreditation for up to an additional six months.

In accordance with the ISL, WADA is responsible for accrediting and re-accrediting anti-doping laboratories, thereby ensuring that they maintain the highest quality standards. This monitoring process is conducted in conjunction with International Organization for Standardization (ISO) assessment by independent national accreditation bodies that are full members of the International Laboratory Accreditation Cooperation (ILAC).

L’AMA SUSPEND L’ACCRÉDITATION DU LABORATOIRE DE BANGKOK

Montréal, le 20 novembre 2019 – L’Agence mondiale antidopage (AMA) a suspendu l’accréditation du Centre national de contrôle du dopage à Bangkok, en Thaïlande (le laboratoire), pour une période maximale de six mois.

Cette suspension a été imposée en raison de non-conformités au Standard international pour les laboratoires (SIL) relevées lors d’une visite de l’AMA sur place, et lors d’un suivi des activités de routine du laboratoire.

En septembre 2019, le Groupe d’experts Laboratoires de l’AMA (LabEG) a recommandé l’initiation de procédures disciplinaires contre le laboratoire, qui ont ensuite été mises en œuvre par un comité disciplinaire indépendant chargé de faire des recommandations au président du Comité exécutif de l’Agence sur le statut de l’accréditation du laboratoire. Ce processus est maintenant terminé.

En raison de cette suspension, qui est entrée en vigueur le 18 novembre 2019, le laboratoire ne peut mener aucune activité antidopage, y compris des analyses d’échantillons d’urine et de sang. Durant la période de suspension, les échantillons pertinents doivent être transportés en toute sécurité jusqu’à un autre laboratoire accrédité par l’AMA aux fins d’analyse, conformément aux directives fournies dans le SIL. Cette mesure a pour but d’assurer la continuité de la qualité des analyses des échantillons, tout en contribuant à préserver la confiance des sportifs dans le processus et le système antidopage dans son ensemble.

En vertu de l’article 13.7 du Code mondial antidopage, le laboratoire peut porter la décision en appel devant le Tribunal arbitral du sport dans les 21 jours suivant la réception de la notification.

Durant la suspension, le laboratoire doit remédier à toutes les non-conformités relevées par l’AMA dans toute demande de mesures correctives ou autrement, ainsi qu’à toute non-conformité supplémentaire identifiée lors d’une visite de l’AMA sur place au cours de la période de suspension. Si le laboratoire satisfait aux exigences de l’AMA, il pourra demander que son accréditation soit rétablie avant la fin de la période de suspension de six mois. Si le laboratoire n’a pas remédié aux non-conformités à la fin de la période de suspension, l’AMA peut prolonger de six mois la suspension de son accréditation.

En vertu du SIL, l’AMA est responsable de l’accréditation et de la réaccréditation des laboratoires antidopage et doit donc s’assurer qu’ils respectent les normes de qualité les plus élevées en vigueur. Ce processus de supervision est mené parallèlement à une évaluation conforme aux critères de l’Organisation internationale de normalisation (ISO) effectuée par des organismes d’accréditation nationaux indépendants qui sont membres en règle de la Coopération internationale d’accréditation des laboratoires (ILAC).
