The World Anti-Doping Agency (WADA) publishes the Roadmap to Code Compliance, which outlines the reinstatement criteria that the Russian Anti-Doping Agency (RUSADA) must fulfill before WADA’s independent Compliance Review Committee (CRC) would recommend, to WADA’s Foundation Board, that they be declared compliant again with the World Anti-Doping Code (Code). The Roadmap has been developed and agreed with RUSADA; as well as, the Ministry of Sport, the National Olympic Committee and the Independent Public Anti-Doping Commission.
On 18 November 2015, RUSADA was declared non-compliant with the Code further to a key recommendation of WADA’s Independent Pound Commission report released on 9 November 2015, which exposed widespread doping in Russian athletics. RUSADA’s non-compliance with the Code was further uncovered via WADA’s independent McLaren Investigation which, on 18 July 2016, exposed institutionalized manipulation of the doping control process in Russia.
