ANOC Executive Council Approves Bylaws to Establish Ethics Commission

07 October 2018; Buenos Aires: The ANOC Executive Council today approved bylaws which will allow for the creation of an independent ANOC Ethics Commission, pending approval from the ANOC General Assembly.

The Executive Council unanimously approved the Terms of Reference bylaw which sets out the establishment, compositon, powers and jurisdiction of the Ethics Commission and the Procedural Rules bylaw which sets out the procedures that would be followed if a matter came before the Commission. Minor changes to the existing ANOC Code of Ethics were also approved to ensure that it is aligned with the Terms of Refernce and Procedural Rules.

The Executive Council is able to enact the approved bylaws but changes to the Code will require approval from the ANOC General Assembly. If approved, the Ethics Commission will take effect from 1 December 2018.

ANOC President Sheikh Ahmad Al-Fahad Al-Sabah said:

"Today was an important step forward in our ongoing commitment to ensuring we are implementing the highest standards of good governance and transparency. In 2016 we adopted a new Code of Ethics which was in line with international best-practice and would support a culture of ethics and integrity. With the approval of these bylaws today, we have moved closer to the establishment of an independent Ethics Commission which will ensure that any breaches to the ANOC Code of Ethics receive a fair and impartial hearing."

The Commission will comprise seven members: five independent members, one from each of the Olympic continents, that have legal training and experience in arbitration; one athlete representative; and one representive from the ANOC Executive Council. Members of the Commission would be appointed for a term of four years and would be limited to a maximun of two terms.
